Incorrect. Retinal artery occlusion would cause a whitening of the infarcted retina. The retina appears of normal color here. The abnormality is elsewhere.
Correct. This is an elevated optic disc. Its substance lies above the surface of the retina. There are many causes, but a relatively small scleral opening for the optic disc, which squeezes the optic nerve axons so that they puff up, is one of them. One way to distinguish this congenital anomaly from acquired causes of optic disc elevation--like papilledema, optic neuritis, and infarction of the optic disc--is to notice that the optic disc has a distinct margin. If you are not sure about this distinction—which can be difficult—refer to an ophthalmologist, who should be able to tell by ophthalmoscopy or with the help of imaging studies.
